A disabled person wanting to use the Starbucks cafe in Brent Cross shopping centre would have to get out of their chair and negotiate the steps. Why is this? Isn't the design of the cafe disabling the person?

This investigation is inspired by a personal experience of carrying an old lady out of the Brent Cross Starbucks cafe, and a recent publication by the Geographical Association "Disability,space and society" by Rob Kitchin.
